Leading in Smart Parking & Access Control
This year, Shenzhen will host the 33rd APEC Economic Leaders’ Meeting. Across the city, a dedicated initiative is underway to ease parking difficulties and showcase a model of modern urban development.
In response, JIESHUN Technology and JParking are working with parking facility operators that have available spaces and high-quality facilities to make better use of underutilized parking resources and provide more affordable, convenient parking services for local drivers.
Located in Meilin, Shenzhen, Huaqiang SIP is a landmark Grade A office complex in an established industrial and residential area and a hub for the emerging low-altitude economy. With strong demand for commuting, residential, and business parking, the property identified an opportunity to address the local parking shortage while unlocking the value of its underutilized spaces.
Working closely with JIESHUN, Huaqiang SIP digitized its parking operations and opened more than 300 previously underutilized spaces to the public at different times of the day. Through affordable pricing and fully online parking plan subscriptions, the project has helped fill a gap in local parking supply while generating additional value from existing assets. It has since been recognized as a “Star-Rated Parking Relief Facility” by the Shenzhen Parking Industry Association.

1. Customized Operations for 300+ Underutilized Spaces: 94% Average Monthly Sales Rate
After taking over the project, JIESHUN’s operations team combined AI-powered business analytics from its big data platform with on-site surveys of surrounding parking demand and an analysis of the project’s daily traffic patterns, including peak and off-peak periods.
Based on these insights, the team developed a diverse portfolio of tailored parking plans to meet the needs of different driver groups, systematically bringing underutilized parking spaces into use at the times and in the ways that best matched demand.
Online All-Day Commuter Monthly Passes: Sign Up Anytime, Entirely Online
For employees commuting to nearby business and industrial districts, the project introduced a fully online subscription process, eliminating the information gaps and procedural barriers associated with traditional, in-person applications.
Drivers no longer need to visit the property management office, wait in line, or submit paper documents. They can select a parking plan, make payment, and activate their parking privileges on their phones in approximately one minute. Invoices can also be requested online and delivered directly to their email addresses.
The result is a convenient, end-to-end digital experience that saves commuters time and effort.

Discounted Long-Term Monthly Passes: Making Parking More Affordable and Accessible
Benefiting from its location in a transit-oriented area close to several metro lines, Huaqiang SIP joined Shenzhen’s parking relief initiative to offer dedicated long-term parking plans to drivers in the surrounding area, including owners of vehicles registered outside Shenzhen and those who need to maintain their local license plates but drive infrequently.
“After confirming that the parking facility had sufficient capacity, we felt that these spaces should not remain unused. We therefore joined the parking relief initiative, helping nearly 100 infrequent drivers each month address the challenges of finding affordable parking,” said Huang Taiyong, Assistant Director of Huaqiang SIP at Shenzhen Huaqiang Property Management.
In the first month, all 20 long-term parking spaces released for subscription were quickly taken. Additional spaces were subsequently made available, expanding the offering to more than 140 long-term monthly passes. These passes are now consistently sold out each month, with drivers using non-local license plates accounting for more than 80% of subscribers.
Dedicated Nighttime Shared Parking: Putting Off-Peak Spaces to Better Use
To address the difficulty local residents face in finding parking at night, the project introduced a dedicated shared parking plan covering 6:30 p.m. to 8:30 a.m. the following day.
Residents can park overnight and leave before the morning commuting rush, without occupying spaces needed by office commuters during the day. This arrangement activates nighttime capacity that previously went largely unused.
The initiative now provides more than 60 shared overnight parking spaces to the surrounding community each month, helping ease the shortage of nighttime parking and reduce the need for roadside parking.
Nearly RMB 1 Million in Online Parking Orders in Just Over 8 Months
After more than eight months of operation, the project has generated nearly RMB 1 million in online parking orders and benefited thousands of drivers.
The team also adjusts the number of available subscriptions dynamically based on sales performance and demand. Current average monthly allocations include:
• 150 long-term monthly passes
• 70 all-day commuter monthly passes
• 90 dedicated nighttime shared parking passes
Across these parking plans, the average monthly sales rate has reached 94%.
By matching parking supply with demand across different time periods, Huaqiang SIP has transformed underutilized spaces into a reliable source of incremental revenue while providing more accessible parking options for the surrounding community.
Premium Smart Access for Vehicles and Pedestrians: Combining Shenzhen Speed with Shenzhen Quality
Beyond digital parking services, Huaqiang SIP continues to invest in intelligent hardware and software to deliver a safe, convenient, and seamless access experience for tenants and visitors.
For a premium Grade A office complex in a central business district, access management must deliver not only “Shenzhen speed” but also the quality and reliability expected of a high-end commercial property.
Vehicle Access: Fast, Frictionless Entry and Exit
Huaqiang SIP has maintained a long-standing partnership with JIESHUN, with its parking entrances and exits already upgraded with intelligent access control systems.
Equipped with high-precision license plate recognition technology achieving an accuracy rate of up to 99.9%, the system enables rapid, frictionless vehicle entry and exit. It significantly improves traffic flow during morning and evening rush hours.
Automated controls also help manage abnormal access events and outstanding parking fees, while parking data is consolidated in the cloud for centralized management. Together, these capabilities have reduced on-site labor and maintenance costs by more than 50%.

Pedestrian Access: 0.3-Second Facial Recognition and Streamlined Visitor Management
For pedestrian access, the property has introduced JIESHUN’s flagship JSTZ3918 speed gates, designed specifically for Grade A office buildings.
Employees can pass through the lobby using facial recognition in approximately 0.3 seconds, enjoying a smooth, low-noise access experience that complements the premium office environment.
External visitors can complete online appointments in advance and have their identities verified automatically when accessing the premises. This eliminates cumbersome manual registration at the front desk while maintaining security standards and improving the efficiency of business reception.
By integrating vehicle access, pedestrian access, and visitor management data into a unified system, property operators can centrally manage access resources through a single backend platform, significantly improving operational efficiency.
3. A Replicable Model for Smarter Parking Operations in Commercial Properties
Huaqiang SIP demonstrates how premium office properties in high-demand urban areas can upgrade their parking operations without undertaking large-scale civil engineering or structural renovations.
By combining AI-powered data analytics with refined, time-based parking operations, the project has unlocked value from underutilized parking spaces, created a stable source of incremental revenue for the property operator, and helped address a pressing public need for more accessible parking.
More than a parking optimization project, it offers a practical model for balancing commercial returns with public service value.
As cities seek more efficient ways to manage existing parking resources, this approach provides a replicable example for commercial properties across China—and demonstrates how digitalization and smarter operations can turn underutilized parking assets into valuable resources for both businesses and communities.
